In the weeks following the 9/11 attacks, while she was CEO of HP, current Republican presidential candidate Carly Fiorina complied with an urgent request from Michael Hayden, the director of the National Security Agency (NSA), to redirect delivery of HP servers to NSA headquarters where they'd be used for warrantless surveillance, according to a Yahoo report.
Hayden asked Fiorina to send truckloads of HP servers intended for retail stores into the hands of federal officials for the secret program, codenamed “Stellar Wind," which was approved by President George W. Bush. The program would set a precedent for later NSA initiatives that would grow into the largest domestic surveillance program in U.S. history.
While it is unclear whether she was aware at the time of the servers' intended purpose, Fiorina later defended her action, claiming: “I felt it was my duty to help, and so we did.”
