In the wake of the Friday 13th terrorist attacks in Paris, in a speech today at GCHQ Chancellor George Osborne is reported by the BBC, IB, and the Telegraph, to be about to announce a doubling of expenditure on cyber-security to £1.9 billion to counter plans by ISIS/Daesh to mount cyber-attacks on the UK.
.A "National Cyber Centre" is to be established at GCHQ as well as a cyber-centre in Cheltenham, described as an Institute for coding.
Osborne will reportedly warn: "Isil are already using the internet for hideous propaganda purposes; for radicalisation, for operational planning too.
“They have not been able to use it to kill people yet by attacking our infrastructure through cyber attack. They do not yet have that capability. But we know they want it, and are doing their best to build it."
Yesterday it was announced that the number of intelligence personnel (in GCHQ, MI5 and MI6) will increase by almost 2000 extra personnel.
