Virginia passes digital identity law

Virginia has passed an electronic identity management law which will usher in standards for verifying individuals' identities during digital or online transactions.

According to SecureIDNews –  which conducted a Q&A with the bill's main authors, Jeff Nigriny of CertiPath and Timothy Reiniger of Future Law – the legislation will create a public-private standards body which the state's Secretary of Technology will oversee. The Identity Management Standards Advisory Council will develop a “minimum set of guidelines to be followed by trust framework operators,” Reiniger told the outlet.

A summary of the bill explains that an “identity trust framework operator” is an entity that “establishes rules and policies for identity providers operating within the framework and issues electronic trustmarks to such providers signifying compliance with the rules and policies of that trust framework.”

The bill was signed into law last month and will become effective July 1.
