Two men have been charged with applying a new take on ATM skimming fraud -- placing the data-stealing device on the card reader at the bank door, not on the actual cash machine. Police on Sunday in Thousand Oaks, Calif. charged Aram Dzhanszyan, 31, and Arman Mkrtchyan, 37, with installing a skimmer on the card reader that permits access to a Chase Bank branch, according to a news report. Authorities believe the pair hatched the strategy so no customers would detect the skimmer. To steal the PIN number, however, the suspects situated a tiny camera to spy on the ATM's key pad.
